Presumably a run of the mill detective thriller but I remember one exception - the highly charismatic turn by Nicolas Cage as the asthmatic, psychotic villain Little Junior.
It might be worth revisiting but with the impression the plot made on me it probably isn't worth it. A great cast including Jackson as a cop with a tear duct problem wasn't enough to make it stand out in my memory.
