A toneless and colourless morality tale starring Joe Pesci as a superintendent who runs his apartment building like a slave camp, refusing to fix anything that's broken and treating the residents with abuse and contempt.
The man isn't even funny-cranky, he's just an ugly, nasty little creature you won't care a jot for. When a court orders him to live in his own building and he starts to see the good side of the people he torments, he has a Disney change of heart, prompting something that feels like a modern Eddie Murphy family-comes-first comedy that grew out of Martin Scorsese doing a slasher flick. Uninspired and uninspiring in equal measure.
