Disposable fun as van Damme plays a member of the agency charged with regulating time travel and the potential negative ramifications arising from it. He starts out a fresh faced cadet with a pretty wife (Sara) but she's killed on his first day.
Ten years later you can tell he's gone feral because he sports a mullet, but it's not going to stop him going back in time to try to save his wife and bring down the shonky politician who orchestrated the whole thing.
