This comedy with little impact, direction or point generates a few laughs and wastes considerable acting talent as two CIA agents (Gibson and Downey Jr) operate the US military's smuggling airline in Laos, transporting everything from guns to heroin in and out of Southeast Asia.

The plot is a drawn out exercise in both men learning the ways of working for an agency the government denies exists. The ineffectual dialogue, plot and climax miss whatever mark they were going for.
