This film had a fantastic pedigree; three excellent actors, a very interesting premise (political corruption always gets me) and great execution.

I wanted to really like it, but unfortunately it lived so deeply in the life of city government deals and goings on with the people that orbit them (unions, business, etc), and spoke the language of it all so completely I had real trouble following what was going on, except that idealistic young deputy Mayor (Cusack) learns how high the corruption goes.
