Based on a true case of civilian protectionist forces assisting the beleaguered police forces in San Francisco, Christian Slater is a young man who takes over the investigation his older brother (Boxleitner) was working on when he was killed.

More memorable for Slater's poor-man's Jack Nicholson styling and his on screen girlfriend (the then-scrumptious Milla Jovovich) for the bland action/comedy/thriller storyline, but I remember some funny lines, such as 'Put your hands up and lay down on the ground or something'.
