Inasmuch as the Police Academy series can be called 'classic', this film adheres to whatever's successful about it.
The gang have all completed their training but they're the same crew of misfits and imbeciles and their first assignment is to stop a gang that's moved into town.
A few new characters like Lieutenant Mauser mix things up but it's a strain on the memory to remember any of the actual plot. But as anyone who was a teenager in the 1980s know, it's about the jokes, not the story.
