There's an inherent paradox in making political conspiracy thrillers. If you want to make one that's really realistic and really believable, you have to make it as close to real life, with real situations and people from history as possible. Unfortunately, if you do that you risk all sorts of litigation and censorship yourself. But if you make it ridiculous enough so as not to make the political establishment uncomfortable, it's going to be just another stupid Washington thriller. The way a lot of film makers get around it is by not attacking the established institutions in their fiction but by pinning everything on some rogue quantity. Either way, you end up with a pretty average action thriller without a memorable plot or characters - which this is.
